Should a 3 yo AC unit require extensive coil cleaning if it was properly installed initially?

I live in Phx, AZ (hot). I had a new packaged heat pump put on in Oct. 05 through the home warranty company and its install techs. Since then, I admittedly have had no professional maintenance done on it. The system locked/froze up last week because of dirty coils,
